New Delhi, Jun 4 (PTI) In a major order, the Supreme Court Friday virtually stayed the process for Rajya Sabha (Upper House of Parliament) biennial and byelections to fill 65 vacancies and made Election Commission a party to a petition challenging the new open balloting system of election to the Upper House as well as doing away with the domicile requirements.
