NEW building laws could boost housing construction costs by as much as 15 per cent, according to a pair of industry veterans.

Wellington project manager Roy Hanns and engineer John Christianson describe the Building Bill as a knee-jerk response and over-reaction to the controversy over leaky buildings.

The bill was introduced to Parliament last year after an investigation revealed systemic failures throughout the building sector.
