THE Danish Shipowners' Association launched its annual report with an attack on rogue flag states that do not meet international standards and on International Maritime Organization member countries that have shown 'great reluctance to sign up to new rules' to address environmental problems.
'Even though the shipowning company is of course responsible for ensuring that its ships meet the applicable rules,the flag state nevertheless has an important role to play in, among other things, the extensive controls that should be carried out every year on ships registered in the flag state.'
The association said it wanted to see the exclusion of registers that do not meet the basic obligations for operating ships internationally.
Deputy director Jan Fritz Hansen told Lloyd's List there were 20 countries on the Paris Memorandum of Understanding on Port State Control's list of states that have fallen below standard. They include Bolivia, Albania, Belize, Panama, Gibraltar and the Philippines. 'These are clearly the worst,' he said.
'We will push because there are some that are not following international standards,' he added.
