The World Trade Organization negotiations in Cancun broke down last year as the delegates clashed over agriculture. The leaders of the developing world have realized they can't compete with the treasuries of the European Union, Japan, and the United States when it comes to subsidizing farmers. And they don't want to talk about trade in industrial products and services until their agriculture products can be sold on an equal footing in rich countries.
