led to greatly increased demand for materials ETH especially steel and cement ETH and that, in turn,

has caused prices to skyrocket. Between November 2003 and April 2004, for instance, UAE

steel prices doubled to nearly $540 per ton; during the same period, prices for cement rose by

50 percent.
