Mexico's 'War' on Drugs: Causes and Consequences.

One consequence of the 'drug war' that the United States has been waging in Latin America for the last decade has been the proliferation of articles and studies that evaluate US foreign drug policy. The majority have concluded that US policy towards Latin America on drugs is misguided, having failed in its principal objective to effect a reduction in the amount of illicit drugs available on the domestic market, while damaging relations between the United States and several of its southern neighbours. Far less scholarly attention has been paid to the drug policies of the other countries involved. Maria Celia Toro's crisp monograph on Mexico is a welcome exception to this rule. …
