ARAYAT, Pampanga-An official of an irrigators' association here assailed the National Irrigation Administration for using the agency's newly released P60-million fund to pay off debts to contractors, including a firm owned by a legislator, instead of settling the land claims of at least 816 farmers.
Efren Maliwat, president of the Federation of Irrigators' Associations in Pampanga, said NIA should have prioritized the farmers who are seeking right-of-way payments for their lands occupied by the Japanese-funded Cong Dadong Dam.
The dam was named after the late President Diosdado Macapagal, father of President Macapagal-Arroyo. The elder Macapagal signed the law that created the NIA in 1963.
Demanding payments
Maliwat said the farmers have been demanding payments since 1997 when the construction of the dam went full blast under the Pampanga Delta Development Project-Irrigation Component (PDDP-IC).
