THE DEPARTMENT of Justice has paved the way for a mother and her daughter to be charged with frustrated murder for allegedly hurting a girl and causing her severe injuries 14 years ago.
In an April 16, 2004 resolution, Acting Justice Secretary Merceditas Gutierrez denied the motion for reconsideration filed by Martha Teresita Reyes and Maria Theresa Reyes-Gallardo questioning an earlier resolution signed by former DOJ secretary Simeon Datumanong upgrading the charges against them from frustrated homicide to frustrated murder.
Gutierrez said in her resolution that she sees no reason to reverse the earlier decision signed by her predecessor.
Accused
Reyes and Gallardo have been accused of hurting then 4-year-old Girlie Garcia in February 1989 and causing her severe injuries that, among others, impaired her mental functioning and left her unable to walk.
