NEGROS Occidental Gov. Joseph Maranon of the Nationalist People's Coalition is a formidable candidate, and in the mind of politicians, to run against him would be a waste of money. He has the reputation of being generous with money, and as a known gambler, certainly knows how to play the odds.
But for Delia "Duds" Locsin, these are not sufficient qualities for governor so she filed her candidacy. It was clear to those who know her and why she is running that hers is a conscience fight.
Duds has a degree in social work from the University of the Philippines and a master's degree. A teacher and peace advocate, she has no money or political party but has many friends. Her platform is good governance, and that includes accountability and transparency in government.
It is no wonder that it takes a woman to defy all odds, even at the risk of not being taken seriously, because most men in the province have many interests to protect. Hers would have been a lonely fight until the governor supported Fernando Poe Jr. after raising President Macapagal-Arroyo's hand a week earlier.
All of a sudden, Duds is not just a quixotic symbol. A vote for her is a vote against Maranon.
