A thorough review of Japan's judicial system has been under way since the Justice System Reform Council was established within the Cabinet in July 1999. The proposed reform concerns both the quantity and quality of the judicial system. The following figures highlight the quantitative problems facing Japan's judicial system. Japan's legal population, that is, the number of its judges, prosecutors and lawyers, totals about 21,000, giving a ratio of 17 legal practitioners for every 100,000 people.
