Japan is expanding its security role. Which way is it heading? Is it moving toward a more equal partnership with the United States under the bilateral U.S.-Japan Security Treaty? Or would it prefer to be part of a regional defense community, including southeast Asian and other regional neighbors? Still another possibility is a global collective security arrangement under the United Nations (UN) in which Japan takes a permanent seat on the UN Security Council.
