Yau Tsim Mong District Council said it is concerned that the relaxing of restrictions on mainland travellers entering Hong Kong is fuelling a boom in the unlicensed guest house business.

The legitimate guest house industry is unhappy with the illegal operators because they undercut its prices, and the government is concerned unlicensed premises may not reach safety standards.

A spokeswoman for the Tourist Guest Houses Federation said unlicensed properties charged about 60 per cent of the market average of HK$350 for a double room and this had badly hit business.
