The State Council issued an emergency circular yesterday, kicking off a new round of nationwide probes into land use to check development of some overheated sectors and protect the country's arable land.

The circular says local governments should overhaul land use programmes and correct any violations over the next six months, especially land uses in construction projects approved this year.

The circular suspends any new changes to land use programmes involving basic cultivated land and stipulates large-scale energy, transport, water resources and urban development-related construction projects can only be carried out with the …
