A national service initiative ranked high among Bill Clinton's priorities, and, to the surprise of many conservatives, George W. Bush called for expanding Clinton's AmeriCorps program. Presumptive Democratic nominee John Kerry has even loftier ambitions for national service: a plan to enlist 1 million Americans in community service programs each year. In addition to expanding existing programs like the Peace Corps and AmeriCorps, Kerry's national service plan focuses on four groups: teenagers, enlisted military personnel, senior citizens, and civil defense volunteers.
For teens, Kerry favors a wide range of summer community service activities. In exchange for helping out in nursing homes, teaching senior citizens computer skills, and cleaning up national parks, youths would receive $500 grants for college or vocational school tuition. Kerry also wants to mandate community service for high school graduation everywhere in the country and leave states free to design different programs. He also promises that the federal government would fund these state designed programs.
