A Federal Labor government would strip back the National Capital Authority's ''aggravating'' planning powers, effectively confining it to the Parliamentary Triangle - and slash its budget by 40 per cent.
Opposition Leader Mark Latham revealed yesterday Labor would cut $11.9million from the NCA's $30million budget to help pay for his new baby-care payment policy, meaning about half of the 90 jobs there could be lost.
While ACT Chief Minister Jon Stanhope said he would be happy to see the NCA's powers cut back, Federal Territories Minister Ian Campbell was shocked by the proposal.
Opposition finance spokesman and Member for Fraser Bob McMullan said Labor wanted the authority to be responsible for planning only in the Parliamentary Triangle and a handful of areas of major national significance, such as the War Memorial. The democratically elected ACT Government would preside over the rest of the territory.
''After 15 years of experience with the joint planning arrangements it is clear that the brief of the NCA is much too broad and it is causing a lot of duplication and aggravation,'' he said.
''I don't think the taxpayers can afford to fund the duplication and I don't think Canberra is well served by the aggravation, so it is time we cut it back.'' ACT Chief Minister Jon Stanhope said he would need to see the detail of the proposal, but he would be happy to see NCA responsibility confined to within the Parliamentary Triangle.''It is certainly consistent with my view that the role of the NCA is to protect any national interests in Canberra,'' he said.
