TOO LITTLE, TOO late may be the obvious refrain of the information technology industry observers to the European Commission decision to slap a record fine on Microsoft and impose specific 'conduct remedies' to stop what the EC calls its anti-competitive behaviour. After a five-year-long investigation, the EC has concluded that Microsoft abused its near-monopoly in the Windows operating system for personal computers into the adjacent markets of server operating systems and media players.
