THE SIMPLE MESSAGE being put forward by Tim Priest in his Quadrant article (January/February 2004)and with Richard Basham in their book To Protect and To Serve (New Holland, 2003) is that effective policing in New South Wales has been stifled by decentralisation of command and excessive sensitivity to community demands by police. He also states that Middle Eastern--mainly Lebanese--crime gangs are out of control and the New South Wales Police are either unwilling or unable to control them.
