The spin maestros and opinion moulders are out in Ottawa, filling the capitol with cardboard images of Finance Minister Ralph Goodale as Mr. Prudence. As dutifully reported in The Globe and Mail, quoting a federal government official, next week's federal budget "is going to be a Ralph Goodale budget. There will be a down-to-work or back-to-basics approach that reflects his style. It's going to be a quiet budget, if you will. One that minds the dollars and cents."
