NO system is perfect. Despite the best of intentions and policies, there will be people who will be left out of society. Those who do not fit in, especially the young, deserve to be helped. The worst thing is to condemn them outright, without bothering to understand what caused them to be what they are. Society as a whole must chip in but the Government sometimes has to lead the way, as it has done in setting up 47 "social referral centers". The National Unity and Social Development Ministry is establishing these centers in all States to assist the community in countering social ills facing youths.
