SEOUL, March 1 Asia Pulse - The economic reconstruction of North Korea is a precondition for resolving the military tension on the Korean Peninsula, a U.S. researcher said Friday.
The comment came from Peter Haynes, executive director of the Nautilus Institute for Security and Sustainable Development, who is visiting Seoul to attend a two-day international conference marking the first anniversary of the Roh Moo-hyun administration.
Estimating the cost of continued high-level tension on the peninsula at about US$20 billion per year, Haynes said the tension is blocking many possibilities.
