BAGUIO CITY-The term of the commissioners whom President Macapagal-Arroyo had appointed to the National Commission on Indigenous Peoples (NCIP) had lapsed on Feb. 20, leaving indigenous peoples here worried about the fate of their ancestral land concerns. A major issue is the status of ancestral lands found within government reservations, which NCIP chair Reuben Lingating had decided to title.
Members of Aspulan, a group of Ibaloi elders, wanted Malacanang to clarify whether it would pursue Lingating's decision to recognize native titles located inside government reserves.
Joseph Jude Carantes, an Aspulan leader, said the NCIP decision is radical because it resolves most of the pending ancestral land claims in the country.
