HAS PRESIDENT Macapagal-Arroyo run out of fresh ideas that she had to claim credit for a scholarship program that had long been in existence just to ensure her victory in the May elections?
But for a different name, Ms Macapagal's P500-million Students Assistance Fund for Education for a Strong Republic (SAFE 4 SR) is a copy of the "Study Now, Pay Later" scholarship program which the slain Sen. Benigno S. Aquino Jr. sponsored in the Senate had back in 1968.
Ironically, Aquino's "Study Now, Pay Later" bill was drafted by one of Ms Macapagal's rivals in the presidential race, former Education Secretary Raul S. Roco, who was then head of the late senator's legal staff.
Officials of the Commission on Higher Education yesterday branded Ms Macapagal's study now-pay later program as "recycled."
