International agreements governing airlines' liability to passengers and their families are in a state of flux. A new regime has come into place in more than 30 countries, including the US and two European Union (EU) member states - Greece and Portugal. The rules (officially called the Unification of Certain Rules for International Carriage by Air, but widely known as the Montreal Convention 1999) came into force on 4 November last year in the ratifying countries.
About 80 countries have signed the treaty, but ratification has been slow. Certainly more countries will adopt the Convention, and ...
