OECD CHIEF SAYS LABOR ISSUE HOLDING UP FDI TO S KOREA

SEOUL - Secretary General Donald Johnston of the Organization for Economic Cooperation and Development said Friday that South Korea's unstable labor-management relations must be resolved in order to facilitate foreign direct investment.

Talking to reporters at an international conference to mark President Roh Moo-hyun's first year in office, Johnston said this matter is gaining in importance since the North Korean nuclear standoff is showing signs that it might be headed towards a resolution.
