GFOA created the Certified Public Finance Officer program (CPFO) in 1995 to provide objective verification of an individual's knowledge of the core competencies of public finance. Although other national certifications recognized technical skills in accounting (Certified Public Accountant or CPA), auditing (Certified Internal Auditor or CIA), and other knowledge areas related to public finance, no national program tested the comprehensive fiscal knowledge needed in the public sector. The ultimate success of the CPFO program will be measured by its effect on the professional development and compensation of finance officers. This article describes how one state GFOA affiliate and a local government have incorporated the CPFO program into their professional development efforts.
THE CPFO PROGRAM
To earn the CPFO designation, candidates must pass a series of five examinations covering the major disciplines of public finance. Once earned, the CPFO designation is maintained by participating in 30 hours of continuing professional education each year. The certification program tests candidates' knowledge in the following areas:
* Governmental accounting, auditing, and financial reporting
* Cash management and investments
* Debt management
* Operating and capital budgeting
