As governments continue to face fiscal pressures, they are undertaking whole-scale operational reviews of public agencies, health care benefit redesign, and restructuring service delivery approaches. Many governments are finding that the cooperation of employees and unions is critical to the successful implementation of their deficit reduction initiatives. This seminar will highlight strategies and approaches that governments have used to bring labor "on board." Traditional negotiation strategies are contrasted with progressive approaches that seek labor input early in the process and engage labor in problem resolution. Learn from the experiences of other public managers and consultants who have succeeded in developing "win-win" strategies that minimize knee-jerk budget balancing steps, such as layoffs, in favor of approaches that have a lasting favorable impact on public budgets.
