THE HOUSE of Representatives yesterday tossed the blame back to the Senate for the delay in the passage of the 2004 national budget, saying the impasse was due to the senators' obsession with their pork barrel.
Speaker Jose de Venecia said the budget disagreement stemmed from the senators' "consuming desire to protect their huge pork barrel of P200 million each, which runs to more than P4 billion for the entire Senate.
"Prudence is required to strengthen the nation and avert a full-blown fiscal crisis of a magnitude greater than in 2003," he said.
De Venecia said the House was "agreeable" to either the proposed 2004 national budget or a reenacted 2003 budget but chided senators for using the budget row between the two houses of Congress to float a no-elections scenario.
In Malacanang, President Macapagal-Arroyo said the budget is an important instrument for pushing reforms, equalizing economic opportunities and changing the social landscape to favor the poor.
