DAVAO CITY-Although not admitting that there was a mistake, the Department of Agrarian Reform director for Southern Mindanao was apparently caught by surprise by Secretary Roberto Pagdanganan's decision to reverse a motion to deny the exemption for land reform of Floirendo-owned lands in Davao del Norte.
"My order was reversed," said regional director Rodolfo Inson of his earlier motion to deny the application for exemption from the Comprehensive Agrarian Reform Program (Carp) of several tracts of land belonging to agricultural corporations of businessman Antonio Floirendo.
It was an order that was affirmed by then Agrarian reform Secretary Hernani Braganza on April 24, 2002 who ordered the acquisition for land reform of 50.86 hectares of Floirendo-owned lands.
But on Dec. 18 last year, Pagdanganan's Order 0012-03 reversed the previous decision on the four cases of the contested land and granted the Floirendo estate's appeal for Carp exemption.
Inson made clear that his earlier motion to deny the petition was based on merits, and that he himself had made an ocular inspection of the contested land.
"I went to the area together with my staff," Inson said.
