NEW YORK -- A new report on election reform focuses on Pennsylvania, Ohio, Missouri, Michigan, Florida, Wisconsin, Minnesota, Washington, Georgia and Arizona, states with a history of election problems and expectedly close races on Nov. 7.

WHAT: The new report shows that many states have failed to address voting problems from 2004, and those same problems now threaten to mar midterm elections in four weeks. Long lines, for example, a major hurdle to voting for hundreds of thousands of people two years ago, are expected to recur because few states have dealt with the issue.
