The Independent Communications Authority of South Africa (Icasa) said on Wednesday that the South African Broadcasting Corporation (SABC) had "a case to answer" over its pre-election broadcast policies. It asked the SABC to respond by Friday to complaints that it had contravened both the Broadcasting Act and its own editorial policies when it broadcast the African National Congress manifesto launch in Pietermaritzburg last Sunday.
