A statement by Dr Eddah Gachukia on December 31, 2003, announcing the establishment of an Inter-Public Universities Councils Consultative Forum (IPUCCF) raised more questions than answers.

It was prompted, she says, "by the need to deal with some issues that are common among public universities now and in the future."

The forum comprises chairmen of university councils, vice-chancellors, and permanent secretaries in the ministries of Education, Finance, Labour, and the Office of the President, as well as the chief executive of the Federation of Kenya Employers.

Education Minister George Saitoti has commended the forum as a "proactive initiative" and assured it of Government support and co-operation.
