In a creative attempt to appear to provide gender equity in sports, the University of Maryland has promoted part of its cheerleading squad to varsity status and will provide scholarships.
To cover the 20 additional scholarships planned for men's sports, Maryland will add the 12 cheerleading and 8 water polo scholarships over the next four years. Four cheerleading scholarships are planned for 2003-2004, and the rest will be phased in over the next three years.
But the U.S. Education Department's Office for Civil Rights says cheerleading does not meet the requirements to be counted toward compliance with Title IX, the federal law requiring gender equity in educational programs including athletics. A sport must be an athletic competition, not just a promotion of other athletes, and must compete in regularly scheduled competitions, and have a national oversight body.
