In April, 84 percent of those surveyed by Gallup said that establishing a new government in Iraq would be more difficult than winning the war. Although Americans are generally wary of foreign entanglements, they believe that we have a responsibility to finish a job once it's begun. They say we must try to establish a stable government in Iraq. Part of the explanation for their support for building a functioning government stems from their belief that a stable Iraq can be a beachhead in the war against terrorism. People are divided about how well U.S. efforts are going there.
