In the new version of "All the King's Men," Sean Penn, as Willie Stark, the Southern country boy who wants to be governor, wears his hair cropped close at the sides and standing up straight on top. With that coxcomb roof, Penn looks constantly aroused by Stark's eagerness to conquer. The performance begins quietly and builds into a kind of permanent uproar.
