THE MOVEMENT towards the introduction of a bill of rights in the Australian Capital Territory is gaining momentum. In April 2002 the Chief Minister and Attorney-General, Jon Stanhope, appointed an ACT Bill of Rights Consultative Committee to examine whether or not Such a bill was warranted. In May 2003 the Committee delivered its report, stating that "some form of bill of rights is appropriate and desirable in the ACT ... [and that] rights are currently protected (only) in a partial and piecemeal manner under Commonwealth and ACT law".
