ALTHOUGH Bulgaria's energy ministry presented 30 pages of information about the new design condition of units 3 and 4 of the Kozloduy nuclear power plant (NPP) to the European Commission (EC), that was not reflected in the EC regular report on Bulgaira's progress. Moreover, there is a text according to which Bulgaria's smaller reactors still have design defficiencies. Experts of the foreign ministry's European itegration directorate said the EC did not explain why the information presented by Bulgaria was neglected.
Meanwhile Italy's foreign minister Franco Frattini said in Naples that re-opening the energy chapter of the acquis and re-negotiating the terms for decommissioning units 3 and 4 was impossible because a decision had been already taken on the chapter.
