THE LACK of benefits and incentives for engineers and scientists working for the Department of Science and Technology (DOST) may cause the government's best and brightest to look for greener pastures abroad or in private companies, according to a science research specialist.

Dr. Araceli Monsada, a material scientist and president of the Association of Employees in Scientific Endeavor, said that DOST employees, most of whom are very talented scientists and experts, are already tired of waiting for the full implementation of Republic Act 8439, or the Magna Carta for scientists, engineers, researchers and related science and technology personnel.

Monsada said the Magna Carta, which was enacted in 1997 and implemented in 1998, promised to provide incentives and benefits that would "attract and keep the best and the brightest among the country's science and technology practitioners."

"But until now, the Magna Carta is still unfunded," Monsada said. "The situation is causing demoralization and brain drain among the research and development institute employees."

Monsada explained that the DOST needs P531 million a year to fund the Magna Carta.
