A FORMER chief of intelligence is set to make a comeback as the top spy in the much-anticipated Philippine National Police revamp this week.
Described by his peers as "one of the best intelligence officers ever," Director Robert Delfin is currently police regional director for Central Visayas. Prior to that, he was chief of the directorate for intelligence, a post he will now reassume to help boost the PNP's campaign against terrorism, three top police officials told the Inquirer.
Delfin will replace Chief Supt. Arturo Lomibao, who is reportedly being groomed to head the Criminal Investigation and Detection Group.
"His return is strategic for the PNP," one of the three sources said of Delfin. "His experience and expertise are needed at a time when terrorist threats are high."
Delfin is one of the few non-Philippine Military Academy graduates who have risen to highly sensitive ranks. He joined the police service in 1972 as part of the 5th Constabulary Security Unit. Among his key accomplishments was the capture of former communist leader Rodolfo "Kumander Bilog" Salas in 1986.
