VENICE -- While there are still no takers for the job of running Grove Terrace Apartments, the Venice Housing Authority on Tuesday reorganized in hopes of creating a more stable future for the troubled complex.

"You've got new blood in here, and we're fresh. We haven't been beat up by everybody," said Richard Appell, who was elected chairman of the board to replace Joseph Foglietta, who resigned Nov. 15.

"We're going to do what's best for the residents here," Appell said.
