NEW YORK--(BUSINESS WIRE)--Nov. 26, 2003

Fitch Ratings assigns the State of South Carolina's $32.2 million general obligation bonds 'AAA' and affirms the 'AAA' rating assigned to $2.4 billion outstanding general obligations. The new bonds, scheduled for competitive bids on Dec. 3, are comprised of:

-- $11 million state institution bonds, series 2003F (Clemson

University),

-- $12 million state institution bonds, series 2003J (The Medical

University of South Carolina),

-- $7 million state institution bonds, series 2003I (University

of South Carolina), and
