VENICE -- Joseph Foglietta's brief reign as head of Venice's public housing project is over.

Foglietta, 71, accused by residents of being unresponsive and insensitive to their needs, has resigned as chairman of the Venice Housing Authority, which oversees the 50-unit Grove Terrace apartments.

The resignation is the latest chapter in a controversy that has plagued the Housing Authority for months. The board now has less than a week to contract with a management company as ordered by the Department of Housing and Urban Development and less than three weeks to respond to the federal agency's …
