NASCAR assigns numbers to teams. If a team wants a number that nobody has, NASCAR generally is willing to work with the owner to make the request happen, if the number is taken already, tough kanoobies. A team keeps the number even if the team changes drivers; there's no precedent for a driver taking a number with him. Indeed, Darrell Waltrip drove cars with 11 different numbers (including No. 11!).
