THE CRISIS triggered by the impeachment complaint against Chief Justice Hilario Davide Jr. would not have come about if the signatories to the complaint had given the Commission on Audit the chance to explain its findings on the Judiciary Development Fund.

Representatives Felix William "Wimpy" Fuentebella and the other signatories had accused Davide of misusing the multibillion-peso JDF.
