President Bush's 2006 budget could bring the end of the Perkins Loan programs. He asked Congress to recall it and the LEAP program, and use that money to increase Pell Grants slowly over five years. Both decisions would hit women and community colleges hardest.
Perkins Loans serve the poorest of students, the majority of whom are women. It has come under fire because it serves only 3% of students and 1,800 schools, according to Sally Stroup, assistant secretary of postsecondary education, and been rated "ineffective" in recent budget analyses.
