Donald Tsang Yam-kuen looks likely to head an administration composed largely of Tung Chee-hwa's team, given Beijing's desire for stability.

Last night, Mr Tung was endorsed as a candidate for a vice-chairmanship of Beijing's top advisory body, the Chinese People's Political Consultative Conference (CPPCC), paving the way for his expected resignation.

Sources say Mr Tung is hoping to make an announcement in Hong Kong before he flies to Beijing tomorrow.

"He is our leader and the departure move should be made here," a source said.

Mr Tung will stay in the capital until Saturday, when he will be elected a CPPCC vice-chairman during the closing ceremony …
