The streets of Chicago at lunchtime are bustling with people looking for a quick bite to eat before heading back to work. And for every Starbucks patron carrying a cup, it seems there is a panhandler shaking change in an empty one. For Chicago's panhandlers, lunchtime is often when the real work begins.
For some, panhandling is a nuisance. But for others it reaches the level of harassment.
