BERLIN, Feb. 28 (Yonhap) -- The chief of the U.N. nuclear watchdog said Monday that North Korea's announcement it has nuclear weapons is ""a matter of the utmost concern,"" stressing the urgency to resolve the issue diplomatically. ""The recent declaration by (North Korea) that it possesses nuclear weapons is a matter of the utmost concern and has serious security implications, and highlights yet again the importance and the urgency of finding a diplomatic solution through dialogue,"" Mohamed ElBaradei said in a statement to the International Atomic Energy (IAEA) board meeting.
