Millions of people will continue to get incapacity benefit for decades because Tony Blair has bungled a shake-up, the Conservatives claimed last night.

They said new plans to provide help for the sick and disabled will not tackle those who already get benefits.

The Prime Minister made a tough speech on Wednesday attacking those who do not "play by the rules" and his spin-doctors portrayed the revamp as an attack on the workshy. But the measures announced yesterday were less hardline, with a strong emphasis on rewarding claimants who look for work, rather than punishing those who do not.
