In a separate development, State of Mexico (the region surrounding the state capital, Mexico City) authorities have postponed a plan to bundle life insurance with drivers' licences.

"We had announced on 15 November that the new drivers' licences would be ready, but we had to postpone the programme because the life insurance coverage of MXN50,000 ($4,388) in the event someone dies in a vehicle accident wasn't included in [the State's] budget," the state's licence director's office was reported as stating, in the local daily Reforma.
