HONG KONG (XFN-ASIA) - Hong Kong Chief Executive Donald Tsang's popularity rating has fallen to a record low, mainly due to the government's proposal to introduce a goods and services tax (GST), according to a survey by the Hong Kong University.

Tsang's vote of confidence fell to 63 pct -- 12 points off his peak of 75 pct - after plans for the new consumption tax were announced, the survey showed.

The mid-September poll of 1,013 people showed Tsang's rating at its lowest since the former civil service chief took office last year.
